In a context marked by the need to move towards a low-carbon economy, reduce dependence on virgin raw materials and make better use of available resources, waste management is at the heart of the environmental and economic debate.<\/p><p>This date represents an opportunity to reflect on the role of business in the transition to a more circular and resource-efficient economy. More and more organizations are demonstrating that waste can be converted into new resources through innovation and know-how. In this context, Cator promotes the <a href=\"https:\/\/cator-sa.com\/en\/advantages-of-used-industrial-oil-regeneration\/\" target=\"_blank\" rel=\"noopener\">regeneration of used industrial oils<\/a> to reincorporate them into the production cycle as high-value raw materials. <a href=\"https:\/\/sircat.com\/\" target=\"_blank\" rel=\"noopener\">Sircat<\/a> provides solutions for the management and recovery of waste, while <a href=\"https:\/\/2gcpr.com\/\" target=\"_blank\" rel=\"noopener\">2GCPR<\/a> develops projects for the chemical recycling of plastics to recover resources from complex waste. The three companies share a firm commitment to the circular economy and the reduction of environmental impact.<\/p><p>\u00a0<\/p><h2 class=\"wp-block-heading\">Carles Salesa, one of the most relevant voices in the field of waste management, resources and circular economy.<\/h2><p>On the occasion of World Environment Day, we talked to Carles Salesa, one of the most relevant voices in the field of waste management, resources and circular economy. With almost 30 years of experience in the field of waste and circular economy, Carles Salesa has developed an outstanding career leading reference projects in resource recovery and management. For 25 years he directed the <a href=\"https:\/\/maresmecircular.cat\/\" target=\"_blank\" rel=\"noopener\">Consorci de Residus del Maresme \/ Maresme Circular<\/a> and has held various positions of responsibility in national and international organizations in the sector. He currently directs and promotes <a href=\"https:\/\/www.cadevaconsulting.com\/\" target=\"_blank\" rel=\"noopener\">CADEVA Consulting and Engineering<\/a>, from where he brings his experience in innovation, valorization and circular economy.<\/p><p>In this interview, he shares his vision on the evolution of the industrial waste sector, the main challenges of circularity and the opportunities that will shape the future of the industry.<\/p><p>\u00a0<\/p><p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone wp-image-6404 size-full\" src=\"https:\/\/cator-sa.com\/wp-content\/uploads\/2026\/06\/visita-planta-cator.png\" alt=\"\" width=\"1800\" height=\"1200\" srcset=\"https:\/\/cator-sa.com\/wp-content\/uploads\/2026\/06\/visita-planta-cator.png 1800w, https:\/\/cator-sa.com\/wp-content\/uploads\/2026\/06\/visita-planta-cator-300x200.png 300w, https:\/\/cator-sa.com\/wp-content\/uploads\/2026\/06\/visita-planta-cator-1024x683.png 1024w, https:\/\/cator-sa.com\/wp-content\/uploads\/2026\/06\/visita-planta-cator-768x512.png 768w, https:\/\/cator-sa.com\/wp-content\/uploads\/2026\/06\/visita-planta-cator-1536x1024.png 1536w\" sizes=\"(max-width: 1800px) 100vw, 1800px\" \/><\/p><p>\u00a0<\/p><h3 class=\"wp-block-heading\"><strong>What is your opinion on the evolution of the industrial waste sector in Catalonia and Spain compared to other territories of the European Union?<\/strong><\/h3><p>The evolution of the industrial waste sector in Catalonia and Spain has a common denominator with the rest of the EU, namely the increase in regulatory complexity and common guidelines to promote recovery and local treatment capacity in order to achieve the desired competitiveness and strategic autonomy, which have become new European mantras.<\/p><p>However, there are important differences with some European territories in which the market is more integrated, with industrial waste constituting an integrated energy and material flow in the industry, while in Catalonia and Spain industrial waste management is mainly an outsourced environmental service, where the system is more oriented towards regulatory compliance than towards efficient optimization of resources.<\/p><p>Likewise, despite having a solid and well-established treatment capacity in certain processes and flows, landfill continues to play a significant role in Catalonia and Spain, while energy recovery is a comparatively marginal activity, with management prices comparatively lower than in Europe.<\/p><p>In spite of everything, it is important to highlight the progress made, especially in Catalonia, in the management of industrial waste, with recovery percentages that lead us to consider industrial waste as one of the most organized and well-managed types of waste.<\/p><p>\u00a0<\/p><h3 class=\"wp-block-heading\"><strong>What are the main challenges that Spanish industrial companies currently face in implementing real circular economy models?<\/strong><\/h3><p>From my point of view, the main problem is neither lack of interest nor lack of regulation. Most large Spanish industrial companies have already incorporated circular economy and decarbonization in their strategic plans and internal policies. The problem is to turn the objectives into technically feasible and economically profitable projects.<\/p><p>One of the main causes is the difficulty in finding stable outlets for waste and by-products. Many industries generate flows that technically could be valorized, but there is not enough local demand, potential consumers demand very strict specifications, and the costs of implementing circular projects are not competitive with maintaining the use and consumption of virgin raw materials. As long as the markets for secondary raw materials in the EU are not mature and stable, the circular economy will continue to be linked to strictly environmental and reputational aspects and not to the real economy.<\/p><p>Moreover, if we add regulatory barriers, such as the chronic difficulty in implementing the end-of-waste condition or non-harmonized territorial regulations, and the technological uncertainties that still exist in some areas, the end result is a great difficulty in economically justifying investments in a circular economy that is still more discourse than reality.<\/p><p>\u00a0<\/p><h3 class=\"wp-block-heading\"><strong>Which industrial wastes are still a challenge to achieve greater valorization or circularity?<\/strong><\/h3><p>In this topic it is important to distinguish between:<\/p><p>&#8211; Waste that already has recovery technology, but whose economic model is weak or close to unfeasible.<\/p><p>&#8211; Waste for which there is not yet a mature industrial recovery solution.<\/p><p>&#8211; Waste whose recovery is limited by regulatory or quality requirements.<\/p><p>In my opinion I would cite industrial sludge, multi-material or multi-layer waste, textile waste, electronic and battery waste, complex or contaminated industrial plastics, hazardous industrial waste, etc.<\/p><p>I would place special emphasis on all wastes containing critical and\/or strategic raw materials, in a geopolitical context as complex and belligerent as the current one and in view of the need for and dependence on certain materials that are essential for this supposed sustainable and decarbonized future.<\/p><p>\u00a0<\/p><p><img decoding=\"async\" class=\"alignnone wp-image-6407 size-full\" src=\"https:\/\/cator-sa.com\/wp-content\/uploads\/2026\/06\/visita-planta-2g.png\" alt=\"\" width=\"1800\" height=\"1200\" srcset=\"https:\/\/cator-sa.com\/wp-content\/uploads\/2026\/06\/visita-planta-2g.png 1800w, https:\/\/cator-sa.com\/wp-content\/uploads\/2026\/06\/visita-planta-2g-300x200.png 300w, https:\/\/cator-sa.com\/wp-content\/uploads\/2026\/06\/visita-planta-2g-1024x683.png 1024w, https:\/\/cator-sa.com\/wp-content\/uploads\/2026\/06\/visita-planta-2g-768x512.png 768w, https:\/\/cator-sa.com\/wp-content\/uploads\/2026\/06\/visita-planta-2g-1536x1024.png 1536w\" sizes=\"(max-width: 1800px) 100vw, 1800px\" \/><\/p><p>\u00a0<\/p><h3 class=\"wp-block-heading\"><strong>What technologies do you see as most promising for advancing circularity goals?<\/strong><\/h3><p>If we talk strictly about the potential for increasing the circularity of materials, the most promising technologies are those that manage to maintain the value of materials within the economy for more cycles, while maintaining their properties and performance. We are talking about:<\/p><p>&#8211; Advanced sorting and intelligent separation.<\/p><p>&#8211; Chemical recycling of plastics.<\/p><p>&#8211; Recovery of critical materials.<\/p><p>&#8211; Thermal technologies that enable material recovery solutions or <em>waste-to-chemicals<\/em>.<\/p><p>&#8211; Advanced use of organic matter (biorefineries).<\/p><p>&#8211; The use of slags and ashes from thermal processes.<\/p><p>\u00a0<\/p><h3 class=\"wp-block-heading\"><strong>Are we ready to take a step forward in business-to-business collaboration and achieve circular ecosystems?<\/strong><\/h3><p>One of the main deficits or weaknesses we have is the absence of large circular ecosystems that allow for industrial symbiosis or high-impact circular <em>hubs<\/em>.<\/p><p>Companies are prepared, but although we have some examples in Catalonia and Spain, the regulatory barriers for the direct use of waste lead many initiatives of this type to a situation of illegality that does not allow their extension or momentum.<\/p><p>This situation is more pressing in Catalonia and Spain, where the waste management market is outsourced and poorly integrated at the industrial level, both materially and energetically, which leads to prioritizing strict regulatory compliance over efficient resource management, which is highly conditioned by an unfavorable regulatory context in this regard.<\/p><p>\u00a0<\/p><h3 class=\"wp-block-heading\"><strong>What is the industry&#8217;s real awareness of proposed circular solutions when they are not yet the most economically competitive?<\/strong><\/h3><p>Industrial awareness of the circular economy is now high at the strategic level, but still limited in its translation into investment decisions when the solution is not clearly cost or risk competitive.<\/p><p>The circular economy is integrated in all decision-making bodies, in some cases in an attempt to transition to a real productive change, in others more as a reputational or communicative element, but when the project moves down to plant or engineering, the focus changes radically. Circularity ceases to be an objective in itself and becomes a secondary variable if it does not clearly improve the economic equation or reduce regulatory risk.<\/p><p>The gap between circularity and competitiveness is still unresolved today, and all circular solutions that do not minimize total cost, reduce operational risk or ensure production continuity are still doomed to strategic or voluntarist decisions.<\/p><p>\u00a0<\/p><h3 class=\"wp-block-heading\"><strong>There are many policies aimed at implementing the circular economy in Europe. Being optimistic, how far do you think this model can go? <\/strong><\/h3><p>Policies that lead to a stable, mature and legally secure harmonized market and demand for secondary raw materials are paramount. Until this is achieved and the price signal is the relevant factor or the only one, we will not reach a significant implementation.<\/p><p>Among the regulatory measures, I would like to highlight product regulation and the obligations of eco-design and recycled material content. We have spent decades in the EU regulating environmental objectives based on pure waste management and citizen behavior, ignoring the productive factor, which is decisive to enable a real circular economy. Fortunately, with the regulatory experience with plastics (SUP) and the new front with textiles, it seems that things are changing.<\/p><p>Likewise, the extension of Extended Producer Responsibility to more flows and products is a key need that leads to the assumption of responsibilities necessary for greater circularity in the EU.<\/p><p>In Spain, an important but still insufficient milestone is landfill taxation. This insufficient taxation leads to a certain delay in establishing incentives and clear signals to the market and private initiative to promote circular projects.<\/p><p>On the other hand, climate neutrality objectives and economic obligations related to emission rights also constitute a clear <em>driver<\/em> for a paradigm shift in production methods.<\/p><p>\u00a0<\/p><h3 class=\"wp-block-heading\"><strong>What are the indicators that best trigger sustainability policies in companies?<\/strong><\/h3><p>The decisive indicators today are not yet environmental indicators, but cost indicators (waste management, raw materials, carbon, etc.) and regulatory risk indicators, but two indicators have recently been postulated as particularly decisive: access to capital for new projects and operational continuity. In this sense and in the current context, the real risks of supply interruption and international logistics volatility are leading to decisions in the field of circularity that had not been taken before.<\/p><p dir=\"ltr\" tabindex=\"-1\" role=\"text\" data-placeholder=\"Traducci\u00f3n\" data-ved=\"2ahUKEwjojJbEwu-UAxUcUaQEHejEHhQQ3ewLegQIDRAV\" aria-label=\"Texto traducido: Visit to the 2G and Cator plant\n\nDuring the visit to 2G and CATOR we saw two clear examples of real circular economy applied to specific flows, obtaining tangible and high-impact results:\n\n- On the one hand, the chemical recycling of 2G plastics, which allows the material recovery through pyrolysis oil of those non-recyclable plastic fractions (polyolefins) after an initial classification of those fractions suitable for material recycling. Without a doubt, chemical recycling, through a well-planned and critical technological development, is a necessary technology with great potential to close the gap in the material circularity of plastic fractions (especially polyethylene film) that today find no other solution than landfill or energy recovery.\n\n- On the other hand, the regeneration of mineral oils. Catalonia has been a pioneer with the obligation of the regeneration of 100% of the mineral oils collected allowing the material valorization of the waste (with great potential for pollution if managed incorrectly). In Cator, through regeneration they reintroduce it into the market as a lubricant base for new oils.
